Make sure the Ground surface has no transparency and the draped image is showing.

Turn on the original image with approximately 50% transparency, and make sure the original images elevation is above the Ground surface.

Make sure that the model view is looking down (i.e. top view) if in the 3D model.

Locate a single feature that can be clearly identified in both the original image and draped image:

Turn off the original image to identify which image is the draped image.

Turn on the original image so both images can be seen again.
Click the Scale Drape Image button:

Select the start point (i.e. feature in the drape image) and the end point (i.e. feature in the original image).

Once the end point is selected the drape image will be re-applied with the new scale factor:
